The National Forest Management Act was enacted to balance resource use with conservation ethics. It requires the Forest Service to create plans for managing national forest lands, which effectively aim to balance resource use with other values like recreation and resource protection (like placing conditions on when and where logging can occur). The Forest Service must consider the public’s input in forming or revising plans. All projects or activities authorized in national forests must be consistent with the plans.
